iGaming and Casinos Lead Growth

Pennsylvania’s gambling industry posted another strong month in July, with total revenue reaching $557.7 million, according to the Pennsylvania Gaming Control Board (PGCB). The figure represents an 11.4% increase from July 2024 and a 2.4% rise from June 2025, signaling steady growth in one of the country’s largest gambling markets. Analysts point to a combination of digital adoption and consistent consumer interest in traditional gaming as key factors sustaining the upward trend.

iGaming Growth Outpaces Other Segments

The most pronounced growth came from Pennsylvania’s iGaming sector, which generated $228.3 million in revenue, a 30.9% increase year-on-year. Online slots led the segment, contributing $177.2 million, while online table games accounted for $48.5 million and poker brought in $2.5 million. Industry observers note that the expansion of digital platforms and marketing campaigns by leading operators have continued to attract new and returning players, driving this double-digit growth.

Hollywood Casino at Penn National Race Course maintained its position as the top iGaming operator, reporting $87.8 million in revenue, a 37.2% increase from the previous year. Valley Forge Casino Resort followed with $61.0 million, up 34.1%, while Rivers Casino Philadelphia ranked third at $37.8 million, marking a 26.5% gain. These results underscore the competitive landscape of Pennsylvania’s online gaming market and its ongoing appeal to a broad player base. Sports betting revenue showed modest gains, rising 5.2% to $40.6 million, even as total handle—the total amount wagered—dipped slightly by 0.5% to $412.5 million. Online wagers contributed $37.9 million, while retail betting accounted for $2.7 million. The state’s overall hold, or the percentage of wagers retained as revenue, stood at 9.84%, reflecting stable margins despite fluctuations in total wagers.

FanDuel, partnered with Valley Forge Casino Resort, remained the market leader, generating $15.5 million from a $140.9 million handle, equivalent to an 11% hold. DraftKings and Hollywood Casino at the Meadows followed with $11.3 million in revenue, while Fanatics, BetMGM, and ESPN Bet rounded out the top five operators. The results highlight the continued dominance of major online sportsbooks in Pennsylvania, even as smaller operators maintain niche positions within the market.

 

Land-Based Casinos Remain Largest Revenue Source

Traditional, land-based casinos continue to form the backbone of Pennsylvania’s gambling revenue, though growth here has been uneven. Retail slots revenue increased 2.1% to $208.5 million, maintaining its position as the single largest source of gambling revenue in the state. Physical table games, however, fell 4% to $76.2 million, reflecting shifts in player preferences and potential competition from online platforms.

Other segments of the land-based market showed mixed results. Revenue from video gaming terminals at truck stops declined 1.1% to $3.4 million, while fantasy sports experienced a sharp drop of 17.1% to $592,766. Analysts suggest that the steady performance of slots, contrasted with declines in table games and fantasy sports, indicates that traditional players are increasingly gravitating toward digital formats or high-frequency, lower-stakes gambling options.

 

The continued growth of iGaming, alongside steady performance from retail casinos, underscores Pennsylvania’s position as a leading and evolving gambling market.

 

Tax Revenue & The Future

The robust performance of Pennsylvania’s gambling sector translated directly into tax revenue, with $248.5 million collected by state and local governments in July. iGaming contributed $103.9 million, land-based slots $105.3 million, table games $12.9 million, and sports betting $14.6 million. These figures demonstrate the significant fiscal impact of the gaming industry, supporting public services while reflecting the state’s successful regulatory framework for both online and physical gaming operations.

Pennsylvania’s gambling market continues to expand, fueled by the strong growth of iGaming and steady contributions from land-based casinos. While traditional table games and some niche segments face declines, the overall trajectory points to an increasingly digital market with resilient tax contributions. Industry watchers note that the state’s combination of regulatory oversight, operator diversity, and consumer engagement positions Pennsylvania as one of the nation’s leading gambling markets.
