South Slowdown

After experiencing a surge in revenue exceeding $190 million during the summer months, Louisiana's casino industry faced a notable downturn in September. According to data released by the Louisiana Gaming Control Board, total casino revenue dropped by 11.8%, falling from $192.7 million in August to $169.9 million in September. This decline is part of a broader trend observed across casino markets nationwide, suggesting that various factors, including seasonal shifts and economic conditions, are impacting gaming revenues in multiple states. As casinos grapple with these challenges, the future of the industry in Louisiana remains uncertain.

It is important to note that Louisiana’s gaming revenue figures exclude online casinos, as iGaming is currently illegal in the state. This exclusion underscores a significant gap in potential revenue streams, especially as neighboring states with legal online gaming continue to see substantial financial gains. While the absence of iGaming contributes to the revenue decline, it also raises questions about the state's regulatory framework and the potential for future growth in the gaming sector.

Key Highlights

  • Revenue Decline: Louisiana’s overall casino revenue fell 11.8% in September, with only two casinos reporting positive growth.
  • Potential Legalization of Online Casinos: If the study results are favorable, online casinos could be legalized by summer 2025, offering new revenue opportunities.
  • Projected Revenue Loss: Had online casinos been legal, they might have generated an estimated $78 million in August, indicating significant missed revenue.

Detailed Revenue Breakdown

A closer examination of revenue streams reveals that the state’s riverboat casinos collectively experienced a decline of 12% in September. This drop translated to a decrease from $147.3 million in August to $129.6 million in September. Among the riverboats, Horseshoe Lake Charles distinguished itself by reporting a notable 21.5% increase in revenue month-over-month. This performance is particularly impressive given the overall downturn, suggesting that Horseshoe Lake Charles has managed to attract a loyal customer base despite broader market challenges. Conversely, Louisiana Downs saw a slight revenue uptick of just 0.2%, reflecting the varied fortunes of casinos within the state.

However, other riverboats faced significant revenue losses, with Delta Downs and Evangeline Downs reporting declines of 10.2% and 8.6%, respectively. The overall trend among riverboats indicates a growing concern for casino operators as they struggle to maintain profitability in a challenging market. The combination of decreased foot traffic and shifting consumer preferences may necessitate strategic changes for these establishments in the coming months.

In addition to riverboat revenue, Louisiana's racino sector also suffered, with an overall revenue decline of 8.9%. This drop was exacerbated by double-digit losses at Delta Downs and Fair Grounds, which saw declines of 10.2% and 13.0%, respectively. The impact on racinos is particularly concerning, as these venues often rely on the synergy between horse racing and gaming to attract a diverse clientele. The state’s only land-based casino, Harrah's New Orleans, mirrored this downward trend, experiencing a revenue decrease from $26.5 million in August to $24.1 million in September.

Had online casinos been legal, they might have generated an estimated $78 million in August, indicating significant missed revenue.

Future Outlook

The decline in September's gaming revenue raises pressing concerns for the Louisiana gaming market, particularly as the potential for legalizing online casinos becomes a focal point of legislative discussions. The upcoming study mandated by Senator Talbot is set to evaluate not only the regulatory framework needed for iGaming but also the potential economic impacts on the state’s gaming revenue. Lawmakers and stakeholders are keenly aware that the results of this study could influence the state’s approach to gaming regulation, potentially paving the way for new revenue opportunities.

If successful, the introduction of online casinos could offer a substantial revenue stream for Louisiana, similar to those observed in states where online gaming has been established. States like Pennsylvania, New Jersey, and Michigan have demonstrated the financial viability of online casinos, suggesting that Louisiana could benefit significantly from such a shift. As stakeholders await the findings of the legislative study, the outcome may not only shape the future of Louisiana’s gaming landscape but also have far-reaching implications for the state's economy, workforce, and overall tourism appeal.
