Senator Pushes Campaign for Maryland Online Casino Bill

Will Maryland Get The Bill?

In an unexpected twist, Maryland Sen. Ron Watson's attempt to pass online casino legislation this year hit a major roadblock. The state's structural budget deficit and a study projecting $300 million in annual revenue from online casinos seemed like sufficient reasons for the bill's success. Watson even addressed potential issues, including creating opportunities for minorities and setting up a $10 million fund to support brick-and-mortar casino workers affected by iGaming. However, a concerted opposition campaign led by Cordish Cos., owner of Maryland Live! Casino, derailed his efforts.

Speaking at the National Council of Legislators from Gaming States (NCLGS) conference in Pittsburgh, Watson recounted how Cordish's strategy mobilized labor unions and casino workers, effectively stalling the legislation. The opposition's campaign included picket lines, T-shirt slogans, and personal testimonies at committee hearings, all of which resonated strongly with lawmakers.

“They had a campaign and they were willing to put money behind this campaign to defeat this initiative,” Watson said. In contrast, proponents of the legislation were left on the defensive, countering claims of job cannibalization with studies but failing to mount an equally vigorous campaign.

Watson's experience underscores the need for a proactive approach. He urged industry representatives at the conference to prepare for a robust marketing campaign when the legislation is reintroduced in 2026. “Act as if it is a ballot referendum to really push this thing forward,” Watson advised. He emphasized that legislative efforts alone are insufficient without broad-based support and strategic marketing to sway public opinion and legislative votes.

 

A Call for Strategic Offensive

Watson elaborated on his vision for a future campaign. He highlighted the need for a strategic shift from defense to offense. This entails rallying industry stakeholders to pool their resources and launch a comprehensive marketing campaign aimed at garnering legislative and public support well before the bill reaches the ballot in November 2026.

“Those people who oppose it, they’re willing to put money behind opposing it. Those who want it have to be able put their money together to do the same,” Watson said. He suggested establishing a campaign account, distributing marketing materials to voters, creating informational websites, and conducting surveys to gauge public sentiment and address concerns.

Watson pointed out that past ballot referendums have succeeded through well-organized campaigns. These efforts involved continuous engagement with voters, providing clear and accessible information, and addressing potential fears and misconceptions head-on.

 

Overcoming the Cordish Challenge

Despite the need for a robust campaign, Watson acknowledged that Cordish's opposition remains a significant hurdle. In April, Cordish leaders outlined their objections to iCasino, emphasizing potential risks to brick-and-mortar casino jobs and revenue. Watson proposed that stakeholders spend the next year and a half negotiating with Cordish to find common ground.

“I would start with talking to the Cordish group. If they are the biggest opponent, start there,” Watson suggested. The goal is to reach a compromise that mitigates Cordish's concerns while allowing online casino legislation to proceed.

 

“If you really want iGaming to pass, you need to have a campaign. Act as if it is a ballot referendum to really push this thing forward.”
