Ohio lawmakers are cautiously exploring the possibility of legalizing online casinos. Despite initial enthusiasm, the process is expected to be slow, with significant legislative and gubernatorial challenges ahead.

Process of Legalisation could take years

As Ohio contemplates the future of online casinos, state legislators are weighing both the potential benefits and the hurdles of legalizing iGaming. Although there’s enthusiasm for expanding gambling options, the road to online casinos may be longer and more complex than initially anticipated.

In the wake of a recent study commission examining the future of gaming in Ohio, there’s a buzz around the possibility of legalizing online casinos. Yet, those closely involved in the discussions suggest that such legislation is still a distant prospect.

Sen. Nathan Manning and Rep. Jay Edwards, who co-chaired the commission, have indicated that while online gaming holds promise, the legislative journey will be gradual. Manning, reflecting on Ohio’s approach to gambling, noted, “We sometimes take a measured pace on new issues, and with iGaming, we need to proceed with caution. It’s a growing trend in other states, and it’s likely to come to Ohio eventually.”

The commission, which held a series of meetings, produced a detailed 354-page report that outlines the potential benefits and concerns related to online casinos. Edwards, who has been a key player in Ohio’s sports betting landscape, expressed hope that the report will serve as a blueprint for future legislative action.

“This report is a crucial step,” Edwards said. “It provides a solid foundation for future discussions and decisions. Online casinos could bring significant revenue, as seen in states like Michigan and Pennsylvania.”

However, the path to legalizing online casinos is far from clear. Edwards, who is term-limited and will leave office this year, has been instrumental in laying the groundwork but will not be around to push forward any potential legislation. Meanwhile, other key figures like Rep. Jeff LaRe and Rep. Cindy Abrams have not yet stepped forward with plans to introduce iGaming bills. Even seasoned gaming advocates such as Rep. Bill Seitz, who is also term-limited, have not committed to leading the charge.

 

Senate Reluctance and Governor’s Stance

The Senate’s response to online casino legislation is likely to be more cautious. Manning anticipates that the House will take the initiative, as it did with sports betting, but acknowledges that Senate approval could be more challenging. Concerns about the social impacts of expanded gaming and potential job losses at physical casinos are significant factors.

Sen. Bill DeMora, a prominent labor advocate, voiced apprehension about the impact on local casino jobs. “Until we have concrete evidence that iGaming won’t negatively affect existing employment, I’m wary,” DeMora said. “I’m open to the discussion, but we need to ensure that workers aren’t left behind.”

Adding to the complexity is Governor Mike DeWine’s known reluctance towards gambling expansion. DeWine, who has previously supported increased taxes on sports betting and expressed concerns over gambling advertisements, might prove a significant obstacle to online casino legislation.

 

“Online casinos are likely coming to Ohio. We need to ensure we approach this responsibly and prepare for a future where iGaming plays a role in our economy.”

 

Conclusion

Given the current legislative climate and DeWine’s stance, significant progress on online casino legislation might not occur until after 2026. A new governor could reshape the debate, particularly if the state faces budgetary challenges that make new revenue sources more attractive.

“The incoming administration in 2027 will likely face financial pressures that could prompt a re-evaluation of iGaming,” Edwards suggested. “If Ohio encounters economic difficulties, online casinos might become a more appealing option for generating revenue.”

As Ohio continues to explore the possibility of online casinos, the focus will be on balancing potential economic benefits with responsible regulation and addressing the concerns of various stakeholders. Manning, who may play a role in future discussions, remains optimistic about the state’s eventual embrace of iGaming.
