Mobile Sports Betting Stalls Again
Mississippi’s latest attempt to legalize statewide mobile sports betting collapsed in the state legislature this week, extending a multi-year impasse between the House and Senate over how the state should expand gambling. The **Mississippi Mobile Sports Wagering Act (HB 4074)** failed to advance out of committee on March 3 after missing a key legislative deadline during the 2026 session. The measure had passed the House by a wide margin in late February but never received consideration in the Senate.
The outcome marks the third consecutive year the House has approved legislation to expand sports wagering to mobile platforms only to see it stall in the upper chamber.
A proposed tax tradeoff fails to bridge divide
[statebox post_id=”39458”align=”alignleft” The 2026 proposal attempted to address longstanding concerns among casino operators and lawmakers about the economic impact of online betting. The bill, authored by House Gaming Committee chairman **Casey Eure**, proposed raising the tax on mobile sports betting to 22% while reducing the state gaming tax on casinos from 8% to 6%. Supporters described the measure as a compromise designed to protect brick-and-mortar casinos from potential losses if wagering shifted online.
However, the Senate pursued a different priority. A separate bill, **SB 2104**, aimed to prohibit online sweepstakes casinos operating in the state. Senate Gaming Committee chairman **David Blount** has remained a consistent opponent of mobile wagering expansion. He has argued that Mississippi’s gaming industry has historically relied on destination casinos that generate tourism, employment and physical investment—benefits he says online betting does not provide.
The House declined to advance the sweepstakes ban unless the Senate considered mobile sports betting legislation. In turn, the Senate did not move the House bill forward. When the committee deadline passed on March 3, both measures expired. Supporters of HB 4074 framed the bill as a revenue source for the state’s underfunded **Public Employees’ Retirement System of Mississippi**.
Backers, including House Speaker **Jason White**, argued that legalizing mobile wagering would allow the state to capture tax revenue currently flowing to illegal offshore sportsbooks. Projections tied to the bill estimated the state could collect roughly $100 million annually in new revenue, with about $50 million earmarked each year for the pension system over the next decade. Opponents questioned those projections. Blount and other critics said emerging betting alternatives—including prediction markets and existing casino-linked mobile apps—could reduce the expected tax base.
Mississippi remains one of the few states in the region without statewide mobile sports wagering.
Regional pressure grows as Mississippi lags
The legislative stalemate leaves Mississippi behind several neighboring states that have already embraced statewide mobile sports betting. States such as **Tennessee** and **Louisiana** have reported tens of millions of dollars in annual tax revenue from online wagering platforms. Mississippi, by contrast, continues to limit sports betting to in-person wagering at casino properties.
With the 2026 session effectively closed to further gaming expansion, lawmakers are expected to revisit the issue in 2027. The core dispute remains unresolved: whether mobile wagering can coexist with Mississippi’s casino-driven tourism model, or whether it risks undermining the physical gaming industry that has anchored the state’s gambling economy for decades.
