The Florida Lottery and Scientific Games reached a new milestone in 2025, as scratch-off ticket sales climbed to a record $7.093 billion, narrowly surpassing the previous high of $7.091 billion set in 2022.

The record year generated more than $1.21 billion for Florida’s Educational Enhancement Fund, which supports public schools, state colleges and universities, and recipients of the Bright Futures Scholarship program. Total lottery sales for the fiscal year reached $9.63 billion, with scratch-off games accounting for 74% of overall revenue.

Growth driven by flagship games

Players collected $5.23 billion in scratch-off prizes in 2025, while retailers earned $425 million in commissions. Scratch-off retail sales rose 6.84% year over year, underscoring the category’s continued dominance within Florida’s lottery portfolio.

The Gold Rush Multiplier family of games — offered at price points ranging from $1 to $50 — remained a key revenue driver, generating $1.29 billion in sales and accounting for more than 18.3% of total scratch-off revenue. Other strong performers included the Holiday Cash and Week for Life series.

The results reflect sustained consumer demand for instant-win products, which have become a cornerstone of state lottery revenue nationwide. In Florida, scratch-offs have long outperformed draw games in both sales volume and profit contribution.

According to La Fleur’s 2025 World Lottery Almanac, the Florida Lottery ranks among the top five lotteries globally for per capita scratch game sales. It is also one of five lotteries among the world’s top six to participate in Scientific Games’ Enhanced Partnership program.

The Scientific Games Enhanced Partnership (SGEP) model integrates data analytics, game portfolio management and predictive logistics tools, including the company’s SciTrak system, to optimize distribution and maximize retail performance. In Florida, the program is managed through Scientific Games’ Orlando operation, which supports a network of more than 13,550 retailers statewide.

“Scientific Games has served as the exclusive or primary supplier of Florida Lottery scratch-off games since the lottery’s inception in 1988,” said Angela Goodwin, vice president of instant products, Americas, for Scientific Games. “In 1997, our relationship expanded to a full instant game partnership. We have collaborated closely to drive responsible growth, and our longtime partnership has proven highly successful.” Scientific Games reports that it represents more than 70% of global instant scratch game retail sales and works with 150 lotteries across 50 countries.

Education funding and economic impact

The Florida Lottery reinvests 99% of its revenue into the state economy. Since its launch in 1988, it has contributed more than $49 billion to education, funded more than 1 million Bright Futures scholarships, paid over $103.2 billion in prizes and created more than 4,430 millionaires.

The latest record reinforces the lottery’s role as one of Florida’s largest contributors to education funding. However, its retail-only model remains firmly in place. Florida law prohibits the sale of lottery tickets online, and the lottery has taken steps to shut down unauthorized third-party courier services that attempt to facilitate online purchases.

As other states expand digital lottery offerings, Florida’s in-person-only approach highlights a deliberate policy choice aimed at maintaining regulatory oversight and game integrity. For now, record-setting scratch-off sales suggest that the traditional retail model continues to resonate with players across the state.
