A proposal to introduce a casino to Jackson, Mississippi, is stirring up a mix of hope and skepticism. While proponents argue the project could revitalize the city’s economy, its realization hinges on an amendment to state law—a complex and contentious process.

Under Mississippi law, casinos are restricted to the Gulf Coast and Mississippi River regions, leaving Jackson, the state capital, out of the loop. This restriction has been in place for decades, and efforts to challenge it have met significant resistance. In March 2024, Mississippi House Representative Trey Lamar announced he would not advance House Bill 1989, effectively halting the latest push to amend the law. Former Governor Haley Barbour, who previously opposed casino expansion into new counties, has now aligned with a group advocating for the project. The casino proposal is championed by a coalition of five businessmen, including Barbour. They argue that the casino could counter Jackson’s economic struggles without burdening taxpayers. According to Richard McNeel, a key proponent, the casino’s developer would shoulder all costs, including an annual “impact fee” of $10 million. This fee would fund a revolving loan program to support other business ventures in the city. Proponents see this as a self-sustaining model to stimulate economic growth. “We have this opportunity sitting in front of us to do something about all this and bring in economic development without asking the taxpayers for a dollar,” McNeel told WLBT3.

The proposed casino’s location remains a contentious issue. The group suggests placing it within a mile of the State Capitol, a move they say would reinvigorate Downtown Jackson. However, they have left the final decision to the developer, prioritizing cost-effectiveness. Jackson’s population decline further complicates the proposal. According to 2022 U.S. Census Bureau data, the city’s population is shrinking at the fastest rate in the nation, with a 6.5% decline. Proponents believe a casino could reverse this trend by attracting visitors and creating jobs. With a market of 7.8 million people within a 300-mile radius, supporters see potential for the casino to become a regional draw.

Despite the economic arguments, resistance remains strong. Critics worry about the social and infrastructural impacts of a casino in the heart of the capital city.
