Pennsylvania Sets Gambling Revenue Record in May

HARRISBURG, Pa. — Commercial gambling revenue in Pennsylvania hit a new record high of $601.8 million in May, according to data released by the Pennsylvania Gaming Control Board (PGCB). The figure represents a 4.8% increase over the previous record of $574.5 million set in March 2025, and a 15.5% rise year-over-year.

Strong performances in iGaming and sports betting were key drivers of the growth, offsetting modest declines in other areas such as land-based table games and video gaming terminals.

iGaming Revenue Surges 33.8%

Online gambling continued its upward trajectory, generating $232.9 million in revenue in May — a 33.8% increase from the same month in 2024. Of that total, online slots accounted for $177.2 million, internet table games brought in $52.9 million, and online poker contributed $2.8 million.

Hollywood Casino at Penn National Race Course and its digital partners remained market leaders, reporting $90.1 million in iGaming revenue — a 38.4% year-on-year gain. Valley Forge Casino Resort followed with $64.1 million, up 44.4%, while Rivers Casino Philadelphia posted $36.9 million, a rise of 18%.

Sports wagering revenue reached $59.4 million in May, marking a 34.4% increase compared to last year. Online bets generated $56.4 million of that total, while retail sportsbooks contributed $3 million. Bettors placed $655.4 million in total wagers during the month, including $625 million online and $30.4 million in person. The statewide hold — the percentage of wagers retained by sportsbooks — was 9.06%. FanDuel, operating in partnership with Valley Forge Casino Resort, led the market with $28.4 million in revenue from $252.8 million in wagers (11.23% hold). DraftKings and Hollywood Casino at the Meadows followed with $15.7 million from a $168.9 million handle (9.3% hold). Other top operators included Fanatics ($2.8 million), ESPN Bet ($2.6 million), and Bet365 ($2.3 million).

Retail Slots Remain Key Revenue Source

Despite digital growth, land-based slot machines remained the single largest revenue source, generating $224.9 million — a 5% year-on-year increase. However, other forms of in-person gambling saw declines. Revenue from table games at casinos dropped 4.6% to $79.9 million. Video gaming terminals (VGTs), typically found at truck stops, dipped slightly to $3.7 million, while fantasy sports contests declined 5.4% to $1.1 million.

Outlook

Gambling activities generated $255.1 million in tax revenue for the Commonwealth in May. The state collected $104.6 million from iGaming, $113.7 million from retail slots, $21.4 million from sports betting, and $13.4 million from table games.

Pennsylvania's gambling market continues to expand, buoyed by robust digital engagement. With online gaming and sports betting driving record-setting totals, regulators and operators alike appear poised for continued growth — though land-based segments may face mounting pressure as consumer habits shift online.
