Brazil’s Betting Inquiry Nears End Amid Political Refusal

The parliamentary inquiry commission (CPI) into betting in Brazil appears to be approaching its final days, as Senate President Davi Alcolumbre reportedly rejected a request to extend the committee's mandate beyond its current deadline of June 14.

The decision follows more than seven months of investigation into Brazil’s online gambling market, a sector that has come under increased scrutiny amid rapid growth, influencer involvement, and regulatory uncertainty. The CPI was launched in November 2023 to assess the impact of virtual gambling on household finances and to explore allegations of illegal activity and misconduct in the sector.

No Extension Likely

Initially scheduled to conclude on April 30, the CPI’s term was extended to mid-June to allow more time for testimony and the compilation of findings. However, Senator Jorge Kajuru revealed in comments to local outlet O Antagonista that Alcolumbre has grown frustrated with what he perceives as the committee’s lack of tangible results.

“President Davi slammed his hand on the table,” Kajuru said. “That was the only time he got angry and said, ‘I do not accept the extension, that’s it, it’s over… you did not work, you did not hold more sessions and did not call the people you should have called.’”

Scope and Controversies

During its tenure, the CPI examined a range of issues affecting Brazil’s evolving gambling landscape. These included illegal betting platforms, the use of social media influencers to promote gambling, and questions around retrospective taxation before January 1, when regulated betting officially launched in Brazil.

Despite addressing several core topics, the committee has faced criticism for its handling of the investigation. In December, Veja magazine reported allegations of extortion within the CPI itself, claims that rapporteur Senator Soraya Thronicke dismissed as “gossip” aimed at undermining the inquiry.

More recently, Senator Cleitinho Azevedo drew criticism after asking for a photograph with influencer Virgínia Fonseca during her testimony about promoting gambling sites. Thronicke publicly rebuked Azevedo’s actions and questioned the sincerity of Fonseca’s responses.

As the CPI nears its likely conclusion, questions remain over whether it has achieved its objectives. While its final report could still influence regulatory and legislative outcomes, critics argue the process has been hindered by internal disputes and insufficient coordination.

The potential lack of a deadline extension underscores concerns that the inquiry, despite its broad mandate, may close without offering definitive recommendations or accountability measures for a sector undergoing major change.

Whether the CPI’s work will help shape future gambling policy in Brazil—or simply serve as a cautionary tale of political gridlock—remains to be seen
