Michigan Boosts Gaming Oversight and Responsible Gambling

Lansing, MI — Michigan lawmakers have approved a significant budget increase for the Michigan Gaming Control Board (MGCB), earmarking $1.9 million to hire 14 new staff members. This move aims to bolster the regulatory agency’s capacity to oversee Michigan’s rapidly growing online casino and sports betting markets. Additionally, the budget increases the MGCB's allocation from gaming revenues to support the state’s Compulsive Gambling Prevention Fund.

The new budget now awaits Governor Gretchen Whitmer's signature, with changes set to take effect on October 1, the beginning of the fiscal year 2025.

Strengthening Oversight in a Thriving Market

Michigan has quickly emerged as a leading state in online gambling since the launch of its iGaming and sports betting markets in 2021. The initial month saw the state generate $17.7 million in online casino revenue and $115.2 million in sports betting handle. The growth has been exponential since then, with online casino revenues surpassing $200 million for the first time in just over three years. By December 2023, the sports betting handle also reached a milestone of over $600 million.

To manage this burgeoning market effectively, the MGCB will receive $1.9 million to expand its workforce by 14 positions. This increase is crucial for maintaining robust regulatory oversight and addressing issues such as illegal and problem gambling.

 

Doubling Down on Responsible Gaming

In addition to expanding its workforce, the MGCB will see its contributions to the Compulsive Gambling Prevention Fund double, increasing from $3 million to $6 million. MGCB Executive Director Henry Williams expressed his gratitude for the support, stating:

This increased funding will support initiatives like the “Don’t Regret the Bet” responsible gaming campaign, launched in March 2023. The campaign provides resources on problem gambling, responsible gambling practices, and offers a helpline for individuals seeking assistance.

 

Combatting Illegal Gambling

Another critical focus of the MGCB's expanded budget is the fight against illegal gambling activities. The agency has been proactive in targeting offshore gaming sites that operate without authorization and undermine regulated markets. For example, in May 2024, the MGCB issued a cease-and-desist letter to Bovada, a prominent offshore online casino and sports betting site.

The additional staffing will enhance the MGCB's capacity to monitor, investigate, and take action against such unregulated entities. This effort is aimed at protecting the state's licensed operators and ensuring a fair playing field in Michigan's gaming market.
