Riga City Council Proposes New Limits on Gambling Venues

They would be barred from municipal properties, neighborhood centers, and locations near cultural landmarks and protected buildings. In addition, they would not be permitted within 300 meters of educational institutions, residential areas, and public transport stops, nor within 500 meters of railway stations, bus stations, airports, and passenger ports. These rules would concentrate gambling venues into a limited number of designated areas.
Representatives from the gambling industry have expressed their opposition to the proposal. Juris Celmars, chairman of Olympic Casino Latvia, has warned that limiting legal gambling locations could increase underground venues that evade taxation and regulatory oversight. Similarly, the Latvian Interactive Gambling Association (LIAB) has argued that overly restrictive policies may result in legal disputes, potentially causing financial repercussions for the city.
These developments underscore the challenges of operating within an evolving regulatory landscape for the gambling industry. Should the proposed restrictions take effect, operators may need to reassess their presence in Riga, while authorities will need to address the potential consequences of an unregulated gambling market.
