Maine lawmakers are preparing to take up legislation that would ban sweepstakes casinos, placing the state at the center of a growing national effort to rein in a fast-expanding segment of online gaming.

The upcoming legislative session, which begins Jan. 7, will include a hearing on Legislative Document 2007 (LD2007) on Jan. 14 before the Joint Veterans and Legal Affairs Committee. The early scheduling of the hearing suggests the proposal has gained momentum and could advance quickly during the session, which runs through April.

If enacted, LD2007 would outlaw sweepstakes casinos in Maine, reshaping the legal environment for online gaming platforms that operate outside traditional gambling frameworks. The move follows similar legislative actions in several states in 2025, including California, New York and New Jersey, signaling an emerging consensus among regulators concerned about the sector’s growth.

LD2007 seeks to close what lawmakers view as a regulatory loophole. Sweepstakes casinos typically operate using a dual-currency system: players purchase packages of “Gold Coins,” which have no cash value, and receive “Sweeps Coins” that can be redeemed for cash prizes. Operators argue this structure allows them to comply with sweepstakes and promotional laws rather than gambling statutes.

The bill specifically targets practices such as restricting direct purchases of cash-redeemable coins and relying on indirect tokens to access real-money gameplay. By defining sweepstakes casinos in statute, LD2007 would prohibit these models outright rather than attempting to regulate them alongside licensed gambling operators. The legislation would also grant the Maine Gambling Control Unit exclusive authority to determine what constitutes a sweepstakes casino and to enforce the ban.

The proposal builds on concerns raised by state officials in June 2025 about illegal online gaming activity in Maine. At that time, regulators warned that several online gambling sites were operating in the state without licenses. Maine does not currently allow real-money online casinos, a fact that has heightened scrutiny of platforms offering cash prizes through alternative legal structures.

Supporters of LD2007 argue that sweepstakes casinos can blur the line between free-to-play promotions and real-money gambling, potentially confusing consumers and exposing them to unregulated risks. By eliminating layered payment systems, lawmakers say the bill would provide clearer protections and strengthen enforcement.

 

By closing the loopholes that allow sweepstakes casinos to operate, LD2007 aims to protect consumers and ensure that all online gaming in Maine is transparent and properly regulated.

 

Industry pushback and broader implications

Sweepstakes operators have consistently defended their business models, arguing that they comply with federal law, pay applicable taxes and include consumer protection measures such as age verification and responsible gaming tools. Industry representatives also contend that bans remove legal entertainment options without addressing demand for online gaming.

If LD2007 passes, sweepstakes platforms would lose access to Maine’s market, adding to a growing list of states that have moved to prohibit the model. Legal analysts say Maine’s approach could influence other jurisdictions weighing similar legislation, particularly states without legalized online casinos that face comparable enforcement challenges.
