A Utah Senate committee has advanced legislation that would prohibit proposition betting, underscoring growing national concern over player-specific wagering and its impact on athlete safety and sports integrity.

Although Utah does not allow legal sports betting, the proposal signals that lawmakers are addressing emerging betting formats that have drawn scrutiny in other states. By singling out “prop bets,” Utah is reinforcing its long-standing anti-gambling policy while engaging in a broader policy debate unfolding across the country.

Defining the scope of the ban

The bill would formally outlaw proposition betting markets. Unlike traditional wagers tied to final game outcomes, prop bets focus on discrete events or individual performances within a contest. Typical examples include wagers on a quarterback’s passing yardage, a basketball player’s rebound total, or a pitcher’s strikeout count. These bets are widely available in regulated markets through platforms such as FanDuel, DraftKings and BetMGM.

Under the Utah proposal, such markets would be explicitly barred. The legal treatment of prediction-market platforms, including Kalshi and Polymarket, remains less clear. Kalshi has initiated legal action aimed at preventing Utah from imposing restrictions, arguing that its contracts differ from conventional sports wagers.

Supporters of the bill contend that player-specific markets present risks not found in traditional team-based betting. They argue that the structure of these bets increases vulnerability to manipulation and personal targeting. Lawmakers cited two primary concerns during committee debate: micro-betting risks and athlete harassment.

Because prop bets hinge on individual statistical outcomes, athletes can become direct targets of online abuse from bettors who lose money on specific performances. Committee members noted that college athletes are especially exposed due to their age and limited access to professional-level security resources.

Regulators also argue that isolated statistical events may be more susceptible to manipulation than full-game results. Monitoring micro-events in real time places additional pressure on integrity units and data analysts tasked with detecting irregular betting patterns.

These concerns have surfaced in multiple jurisdictions. Several states that permit sports wagering have recently restricted college player prop bets or enhanced monitoring systems to address integrity and harassment issues.

Utah maintains one of the most restrictive anti-gambling frameworks in the country, supported by a constitutional prohibition on most forms of wagering. Since the U.S. Supreme Court struck down the federal sports betting ban in 2018, dozens of states have legalized and regulated sports betting. Utah has consistently declined to participate. The current proposal does not create a new regulatory structure. Instead, it clarifies and strengthens existing prohibitions by explicitly addressing proposition betting before any legal market emerges within the state.
