In addition to facilitating real-time visibility over transactions, it would also provide access to data regarding accepted and returned wagers, payout records, and the overall volume of market activity. One of the stated objectives is to provide clear insights into the financial obligations of operators, particularly in relation to tax reporting. If brought to completion, the system would effectively serve as the technical backbone of PlayCity, Ukraine's new regulatory body overseeing licensed gambling activity.

As the groundwork for this project is being laid, the Ministry has emphasized the importance of involving third-party technology firms in shaping the system's design. A public consultation has been scheduled for July 21, serving as a platform to gather insights from the country's IT sector. Interested companies are required to register by July 18. The government has suggested that technical collaboration will help ensure that the system is not only functional but also adaptable to the operational realities of the licensed gambling sector.

The digital monitoring project reflects a shift in policy direction that goes beyond simple enforcement. With real-time data collection, authorities would gain the capacity to continuously audit operator activity, rather than relying on periodic reports or retrospective assessments. This would enable faster identification of irregularities and discrepancies between declared figures and actual operations.

The move to establish such a system also follows recent actions targeting illegal gambling activity, highlighting the parallel efforts to restructure the market through both technological upgrades and regulatory intervention. Over the past few months, coordinated enforcement actions have led to the shutdown of numerous unlicensed platforms operating within Ukraine. According to official sources, a recent collaborative effort involving the Association of Ukrainian Gambling Operators (AUGO) resulted in the blocking of over 100 online gambling domains that were found to be operating outside the national licensing framework.

That particular effort involved multiple state entities, including Ukraine's Security Service and the State Service of Special Communications and Information Protection (Derzhspetszviazok), along with the National Commission responsible for regulating electronic communications and related services. This type of inter-agency coordination, combined with industry cooperation, suggests that enforcement strategies are being aligned with broader plans to formalize and stabilize the market environment.

The development of a national monitoring system is the next logical phase in that process. While market liberalization has allowed for the reintroduction of legal gambling activity, the challenge of managing compliance across digital platforms has remained unresolved. The Ministry has been cautious not to frame the upcoming system in promotional terms, instead emphasizing functionality, accuracy, and accountability.
