In Ukraine, a new step is being taken by licensed gambling operators to confront the rise of unregulated online casino activity. A group of companies holding official licenses has committed to financing and supporting the creation of a digital tool designed to detect gambling platforms that operate without regulatory approval. The development is being organized through a recently formed industry association and has already attracted the attention of state agencies.

The purpose of the initiative is to identify websites that falsely present themselves as legal Ukrainian gambling platforms but are operated from abroad—primarily from within Russian jurisdiction. These sites imitate local branding, domain structures, and language to deceive users, complicating regulators' efforts to distinguish between lawful operators and foreign-controlled imitations.

The software currently under development will focus on scanning the Ukrainian internet segment in search of domains and services that are providing gambling content outside the official licensing framework. According to those involved in the project, its first priority will be identifying platforms that closely resemble licensed operators, but whose technical and operational control lies elsewhere.

What separates this effort from previous regulatory campaigns is the proactive role that licensed gambling firms are taking. Rather than relying solely on state enforcement, industry stakeholders are investing in a technical solution that could be integrated into the government's own monitoring systems. The goal is to automate a process that has long relied on manual reporting and time-consuming verification.

The newly formed association behind the initiative includes operators with internal development resources. These companies are combining their efforts not only to fund the project but also to supply technical expertise. This shared infrastructure is crucial in ensuring that the tool operates effectively in Ukraine's digital landscape, where unlicensed websites can appear and disappear with little notice.

The collaboration has reportedly entered an early stage of cooperation with the PlayCity State Agency and Ukraine's Security Service (SBU). These discussions aim to integrate the software into the country's broader digital oversight framework. If fully implemented, the tool would help confirm illegal activity more quickly and enable enforcement action, such as domain blocking, to proceed with greater speed and legal certainty.

The proposed functionality of the software includes automated scanning of online platforms, the ability to detect key characteristics of illegal gambling services, and potential integration with state-level databases and enforcement systems. While much of the project's technical detail remains undisclosed, the initiative appears to rely on building a comprehensive identification mechanism that can keep pace with the evolving nature of online gambling content.

This collaborative move arrives in a regulatory climate where enforcement resources are limited, and the volume of illicit activity remains a challenge. The state has taken measures to restrict access to unauthorized platforms, but enforcement capacity has been stretched. The contribution of privately developed software, especially one that can assist with the early stages of detection, may alleviate pressure on state agencies and enable them to respond more effectively.

At the same time, the growing sophistication of illegal operators, particularly those who use cloned interfaces or regional branding to appear legitimate, has made it difficult to distinguish between authorized and unauthorized services. A centralized technical tool capable of identifying such patterns could become essential to maintaining the integrity of the legal market.

Operators backing the project view this as more than a protective measure. While there is an obvious interest in shielding the regulated market from unfair competition, the effort also aims to support broader regulatory goals. An environment where users can easily confuse legal and illegal services undermines confidence in the regulated sector, particularly when it comes to questions of accountability, data protection, and financial transparency.
