Belgium's decision to increase its legal gambling age from 18 to 21 has initiated a significant international conversation about the disparities in age regulations for various high-risk activities. Miranda Raaff, Head of iGaming Information at Minimum Deposit Casinos (MDC), highlighted the discrepancies in legal age limits for activities like obtaining a driver's license, smoking, consuming alcohol, gambling, and viewing adult content. Raaff questioned the rationale behind singling out gambling for stricter age regulation while other equally risky behaviors remain less regulated.

Raaff pointed out, “If Belgian lawmakers believe that 21 is the appropriate age for gambling, then shouldn't this age limit apply to all high-risk activities such as drinking, smoking, driving, and accessing adult content? Singling out gambling seems arbitrary when other risky behaviors are subject to different age limits. Perhaps, a consistent approach should be applied to all these activities.”

Further examining these inconsistencies, Raaff noted, “In most countries, 18-year-olds are permitted to access pornography, indicating that this is the accepted maturity level despite the associated risks. Alcohol consumption poses significant health risks, and driving requires a high level of responsibility due to its potential for life-threatening consequences. Nevertheless, we allow 18-year-olds, and in some countries, even younger individuals, to drive. Addiction risks are not limited to gambling; they also exist with alcohol, smoking, and pornography.”

Belgium's policy change raises important questions about young adults' perceived maturity and readiness. Raaff advocates for a comprehensive approach that uniformly addresses all high-risk behaviors.

“We need a global discussion about legal age limits. If we trust 18-year-olds with the responsibilities of driving, smoking, consuming alcohol, and accessing adult content, why should gambling be treated differently? A uniform approach across all activities would better protect young adults. Furthermore, maturity levels do not significantly change between ages 18 and 21. Aligning these regulatory gaps could lead to a more realistic and effective framework.”
