Bulgarian Football Union Prepares Statutory Betting Ban

A regulatory shift is approaching in Bulgarian football governance as the Bulgarian Football Union prepares to vote on a proposal that would formally prohibit players, coaches, and club staff from participating in betting connected to football matches. The issue will be addressed during a plenary meeting scheduled for March 20 in Sofia, where federation representatives will examine a series of amendments aimed at restructuring internal rules and expanding institutional authority over commercial and data-related activities linked to football competitions.

Although restrictions on betting by football personnel already exist within the disciplinary framework of the federation, the current initiative attempts to move those limitations into the statutes that govern the organization itself. By placing the rule within the statutory structure, the BFU leadership intends to make the prohibition more stable and less dependent on regulatory revisions that can be altered through disciplinary updates.

The proposal has been prepared by BFU General Director Andrey Petrov and submitted with the support of BFU President Georgi Ivanov. Both officials argue that the amendment would clarify expectations for individuals operating within the football system and strengthen integrity protections at a time when betting markets continue to expand around professional sport.

If adopted, the rule would apply broadly across the football structure in Bulgaria. Players, coaches, technical staff, and other individuals involved in the organization of competitions would not be permitted to participate in wagering related to football events. The draft text also refers to the organization or facilitation of betting activities, which would extend the restriction beyond personal wagers to other forms of involvement in gambling operations tied to the sport.

The language under consideration builds upon measures introduced by the federation in 2018. At that time, the BFU integrated betting-related restrictions into its disciplinary regulations, reflecting concerns that the growth of online betting platforms could create new risks for match integrity. The framework was designed as a compliance tool rather than a constitutional rule within the federation’s statutes. The new proposal attempts to move the principle into a more permanent legal context.

Across European football, similar policies have been adopted as part of wider integrity programs promoted by international governing bodies. Organizations such as UEFA and FIFA have encouraged national federations to develop internal safeguards that prevent participants from interacting with betting markets connected to competitions in which they are involved. The objective is to reduce the possibility that insider information could influence wagering activity or public perception of match outcomes.

However, the proposed amendments extend beyond the betting ban itself. The document scheduled for discussion in Sofia also contains provisions that would consolidate the BFU’s control over a wide range of commercial and digital rights connected to domestic football competitions. If the changes are approved, the federation would hold exclusive authority over media distribution, marketing agreements, sponsorship structures, communication platforms, and digital assets generated by BFU-sanctioned events.

One of the most significant elements concerns the handling of live sports data. Modern betting markets rely heavily on real-time statistics and event feeds that allow bookmakers to update odds during matches. Under the proposed framework, the BFU would assume centralized ownership of this information and establish a licensing structure through which external partners could access official match data.

Such a system would require betting operators to obtain sub-licences before using official statistics generated during Bulgarian football competitions. Fees linked to those licences could become a source of revenue for the federation while also allowing it to monitor how match data is distributed across betting platforms.

International companies involved in sports data distribution would also be affected by the new rules. Firms such as Sportradar and Genius Sports currently operate in global sports markets by collecting and distributing match information to bookmakers and media organizations. Should the BFU amendments be adopted, such companies could be required to work within the federation’s licensing framework when handling data from Bulgarian competitions.

The move reflects a broader trend across professional sport. Over the past decade, leagues and federations have increasingly sought to centralize control over the commercial value generated by match data. As live statistics became essential for betting markets, sports organizations began to treat this information as an asset that could be managed, licensed, and monetized.

Supporters of the proposal argue that a unified structure would allow Bulgarian football authorities to oversee how their competitions interact with betting markets while ensuring that commercial agreements align with integrity policies. Critics, however, have noted that centralized systems can reshape relationships between leagues, data providers, and betting operators.

The upcoming assembly therefore represents more than a routine procedural meeting. It also marks a moment in which the federation’s leadership is attempting to redefine how Bulgarian football is governed, both in terms of integrity safeguards and commercial rights management.
