Bulgaria Sees 147% Increase in Gambling Winnings

The Association of Gaming Industry in Bulgaria (AGIB) has released data showing a substantial increase in gambling winnings for 2023. According to the National Revenue Agency (NRA), regulated gambling operators paid out BNG 5.79 billion (EUR 2.96 billion) in winnings of over BNG 5,000. This figure represents a 147% increase from the previous year, indicating a significant shift in the country's gambling industry.

The reported winnings of BNG 5.79 billion were distributed among 120,853 players, a considerable increase from the 52,852 players who received similar winnings the previous year. The average win also saw a rise, up by 8.2% to BNG 47,909. This data highlights a notable growth in player engagement and higher payouts within the regulated gambling market. It's important to note that these figures only account for winnings exceeding BNG 5,000, as the NRA does not record smaller payouts.

This financial growth comes amid significant regulatory changes in Bulgaria's gambling sector. A comprehensive ban on gambling advertisements covering television, radio, print, and online platforms was recently enacted. This legislation, which was published in the State Gazette and signed off by President Rumen Radev, reflects the government's efforts to address concerns about the societal impact of gambling.

Permitted advertisements are now limited to billboards situated more than 100 meters from schools and signage on the buildings of gaming halls and casinos. These advertisements must include responsible gambling messages that cover at least 10% of the space. Non-compliance with these regulations can result in fines up to BGN 50,000 (€25,570), with the possibility of license withdrawal for repeat offenders. Television broadcasts of national sports tote draws are exempt from these restrictions.

Beyond advertising restrictions, the new legislation also limits gambling operations. Slot machines and casino gambling are now banned in areas with populations under 10,000, with exceptions for national resorts and border areas. Furthermore, the minimum capital required for companies applying for slot machine licenses has been increased from BGN 500,000 to BGN 750,000. A new BGN 100,000 “social responsibility fee” has also been introduced for online gambling operators. Half of this fee is designated for the Ministry of Health to fund gambling harm treatment and support services.

The AGIB and other stakeholders in the industry have voiced concerns about these new regulations, particularly the advertising ban. They argue that these measures could negatively affect their operations and revenue streams. However, supporters of the regulations maintain that these steps are necessary to mitigate the potential harms associated with gambling and to promote responsible gaming practices. The introduction of the social responsibility fee is a reflection of an increasing focus on addressing the societal impacts of gambling, emphasizing support and treatment for those affected by gambling-related issues.
