When Germany introduced a nationwide exclusion register under its reformed gambling treaty, the objective was structural rather than symbolic. OASIS was designed to function quietly in the background of every licensed gambling transaction, verifying in real time whether a player was permitted to participate. Five years after regulated online gambling formally began, new data indicates that the system is no longer operating at the margins. It has become a central element of the country's compliance framework.

According to the latest annual report from the Regional Council of Darmstadt, which administers the database, OASIS processed more than 5.2 billion verification requests in 2025. Each query represents a status check carried out by a licensed operator before allowing a customer to gamble. The volume reflects routine automated checks rather than individual registrations, but it illustrates the technical scale at which the system now operates.

Behind those billions of queries sits a register containing approximately 367,000 active exclusions. The data is drawn from around 9,000 licensed operators and roughly 41,000 venues across Germany, including casinos, betting shops, arcades, and online platforms. The legal requirement is uniform: before granting access, the operator must confirm that the individual is not listed as excluded.

The number of new exclusions has also increased. In 2025, authorities processed close to 60,000 new applications, excluding those rejected for incomplete documentation. Officials link the rise not to legislative expansion, but to administrative reform. In 2024, the exclusion and reinstatement procedure was converted into a fully digital, paperless process. Applications that once required physical documentation and manual handling can now be submitted and reviewed electronically.

The transition was implemented in cooperation with the federal gambling regulator, the Gemeinsame Glücksspielbehörde der Länder. By digitising the workflow, authorities aimed to reduce friction in accessing the system while maintaining identity verification and legal safeguards. The reform did not alter eligibility criteria. Instead, it changed the pathway through which individuals engage with the mechanism.

OASIS operates under the Fourth Interstate Gambling Treaty, known as GluNeuRStV. The treaty established a harmonised regulatory model across Germany's federal states, replacing earlier fragmented arrangements. One of its central principles is cross-operator exclusion. A ban recorded in OASIS applies to all licensed gambling providers nationwide, whether online or land-based. The effect is comprehensive rather than venue-specific.

Applications for self-exclusion can be initiated directly by individuals who consider their gambling behaviour problematic. In addition, operators and certain third parties are authorised to submit exclusion requests if there are indications of risk. Once entered into the system, an exclusion prevents participation across the regulated market for a defined period or, in some cases, indefinitely.

The Regional Council of Darmstadt emphasised in its report that it will continue refining oversight standards and technical safeguards. With billions of automated checks occurring each year, system resilience and data protection are operational priorities. The register is not a static list but a live interface embedded within operator platforms.

The growth in registrations arrives as Germany undertakes a broader review of its gambling framework. July marks five years since the formal launch of regulated online gambling under the current treaty. Policymakers are evaluating how effectively the system balances market channelisation and consumer protection.

Germany's regulatory structure includes a €1,000 monthly deposit cap and a €1 stake limit for online slot games. These measures were introduced to mitigate financial risk and limit rapid losses. However, they have also prompted debate about whether strict limits contribute to a lower proportion of gambling activity taking place within licensed channels. The federal regulator has indicated that the current legislative review will focus primarily on advertising rules, though structural elements remain part of the wider discussion.

Within this policy landscape, OASIS serves both practical and symbolic roles. Practically, it is a gatekeeping tool integrated into the technological infrastructure of the regulated market. Symbolically, it represents the state's commitment to a preventive oversight model. Instead of relying solely on reactive enforcement, the system aims to restrict access at the entry point.

The increase in applications following digitisation suggests that procedural design influences uptake. When administrative barriers are reduced, more individuals may choose to engage with protective tools. At the same time, higher registration numbers do not necessarily indicate a rise in gambling harm. They may reflect awareness, accessibility, and integration into operating systems.

The scale of 5.2 billion annual checks underscores how routine exclusion verification has become. Every login, deposit attempt, or in-venue registration triggers a confirmation request. The system operates continuously, largely invisible to users but central to compliance.
