The Isle of Man Gambling Supervision Commission (GSC) has taken decisive action against Phua Cheng Wan, the owner of Boldwood Software, barring him indefinitely from any involvement in the island’s regulated gambling industry. The ruling, which follows an extensive review of his suitability as a licence holder, underscores the jurisdiction’s strict stance on compliance and operator accountability.

Boldwood Software had operated under an Isle of Man licence since late 2022 and was expected to retain that authorisation until May 2025. However, the company relinquished its licence earlier this year after receiving an Enforcement Report and official notice from the GSC. This step came ahead of a scheduled review that was intended to determine whether Boldwood would retain its licence or face cancellation.

RestrictionThe review was triggered by concerns over whether Phua met the legal definition of a “fit and proper” individual under the Online Gambling Regulation Act 2001 (OGRA). The legislation requires that licensed businesses be overseen by individuals whose integrity and conduct are beyond question. When doubts emerged, the regulator opened a formal inquiry.

While no criminal charges have been filed against Phua, the GSC disclosed that its investigation uncovered connections between him and parties linked to illicit activities. These associations, which reportedly included ties to criminal networks, created a serious compliance issue.

The regulator stated that such connections, even without direct evidence of wrongdoing, undermine the credibility of a licensed market.
